Buddha Dhamma and the Culture of North-East India

Day -1
The International Buddhist Confederation (IBC) under the aegis of Ministry of Culture, Govt. of India, in collaboration with Mahabodhi Maitri Mandal organised a two–day International Conclave on “Buddha Dhamma and the Culture of North-East India” on 21-22 April 2025 in Namsai, Arunachal Pradesh. Over 300 participants, including Buddhist leaders, Scholars and dignitaries from different countries participated in the event.
Shartse Khensur Jangchup Choeden Rinpoche, Secretary General of the IBC, welcomed all the dignitaries and expressed his heartfelt gratitude to everyone for their participation in the Buddha Dhamma event held in Namsai, North-east India. He began his address by reciting a śloka from Acharya Nagarjuna on Pratītyasamutpāda — the profound theory of dependent origination — emphasizing its timeless relevance. He spoke on the revival of Buddha Dhamma in contemporary times, highlighting its role in bringing peace, happiness, and well-being to all sentient beings.
Venerable Aggadhamma Bhaddanta, Chief Abbot of Pariyatti Sasana Buddha Vihara, Namsai, spoke about the religious solidarity and peace that prevail in Arunachal Pradesh. He expressed gratitude to the government for its continued support in fostering harmony among diverse communities. Recalling the formation of the International Buddhist Confederation (IBC) in Delhi, he fondly mentioned Lama Lobzang and shared that he was present during its inception. Emphasizing the values of diversity and coexistence, he urged all to uphold the four sublime states — metta (loving-kindness), karuṇā (compassion), muditā (sympathetic joy), and upekkhā (equanimity) — as guiding principles for a peaceful and compassionate society.
Mr. Jigmey Thinley Namgyal, Consul General of Bhutan in Guwahati, addressed the gathering with deep reverence for the spiritual and cultural heritage shared between Bhutan and India. He spoke eloquently about the profound influence of Guru Padmasambhava, revered as the ‘Second Buddha’ in the Himalayan Buddhist tradition, who played a pivotal role in spreading Vajrayana Buddhism across Bhutan and the region. He also highlighted the legacy of Zhabdrung Ngawang Namgyal, the unifier of Bhutan and the architect of its distinct cultural and spiritual identity. Mr. Namgyal emphasized the strong cultural foundations of Bhutan, deeply rooted in Buddha Dhamma, which continue to shape the country's values, social fabric, and governance.
Guest of Honour, Mr. Chau Zingnu Namchoom, Hon'ble MLA of Namsai, extended a warm welcome to all dignitaries and participants. He spoke with pride about Namsai, not only as a region rich in natural beauty, but also as a vibrant center of Buddhist heritage and cultural harmony. Acknowledging the efforts of the International Buddhist Confederation (IBC), he expressed heartfelt thanks for choosing Namsai as a venue to celebrate and promote Buddha Dhamma. He emphasized that such initiatives significantly contribute to the spiritual, social, and cultural development of the region. Mr. Namchoom also thanked the Hon’ble Deputy Chief Minister and members of Parliament for their encouragement and presence, which reflects the government’s commitment to fostering religious and cultural unity.
He acknowledged the contributions of Mahabodhi Maitri Mandala for their continued service in spreading the teachings of the Buddha. Special mention was made of the youth and their growing interest in the Dhamma, viewing them as torchbearers of peace and harmony for the future.
Chief Guest, Shri Chowna Mein, Hon’ble Deputy Chief Minister of Arunachal Pradesh, addressed the gathering with deep appreciation for the timeless relevance of Theravāda Buddhism and its integration into the daily lives of the people in the region. He highlighted how the principles of the Dhamma—grounded in compassion, mindfulness, and right conduct—continue to guide the moral and cultural fabric of Arunachal Pradesh.
Subsequently, Shri Mein, proudly spoke about the successful hosting of the first International Maha Sangken—the Theravāda Buddhist water festival—held from 14th to 16th April, marking a historic and unifying celebration of spiritual and cultural heritage. He also shared a momentous announcement regarding the laying of the foundation stone for the Nongtaw Mahabodhi Skill Development Centre, which will include the construction of a 108-foot statue of the Buddha, symbolizing peace, wisdom, and enlightenment for generations to come.
He further touched upon the preservation of indigenous knowledge systems and cultural identity, emphasizing the importance of the Lik Tai script. He mentioned the transcriptions of the teachings of the Buddha as well as epics like the Ramayana and Mahabharata into Lik Tai, ensuring that these timeless texts are made accessible to future generations within the community.
The Deputy Chief Minister expressed his sincere gratitude to the IBC for their tireless efforts in organizing and promoting such meaningful events. He proposed the idea of holding a dedicated workshop or academic dialogue on Buddhist literature and cultural preservation and invited IBC to collaborate. At his end, He assured that the Government of Arunachal Pradesh would extend full support to such initiatives, reaffirming the state’s commitment to the revival and promotion of Buddha Dhamma in the region.
Mr. Abhijit Halder, Director General of the IBC, reflected on the journey and efforts leading up to the present gathering. He shared that although a programme was initially planned to celebrate Abhidhamma Diwas in Namsai in 17th October 2024, it had to be postponed due to the Hon’ble Prime Minister, Shri Narendra Modi, Hon’ble Prime Minister of India, decision to personally attend the Abhidhamma Diwas and to celebrate the entry of Pali as the classical language. However, he expressed great satisfaction that, within six months, IBC has fulfilled its promise by organizing this meaningful event in Namsai.
Mr. Halder praised the cohesive and spiritually vibrant community of Namsai, where both Theravāda and Mahāyāna traditions are practiced in harmony—reflecting the true spirit of the Buddha Dhamma. He thanked the Hon’ble Deputy Chief Minister Shri Chowna Mein for his continued encouragement and support, especially for the cultural and educational projects centered on Dhamma. Expressing appreciation for the vision and dedication of the DCM, Mr. Halder assured the gathering that IBC will indeed carry forward the proposal of the DCM to hold a dedicated workshop in collaboration with the Government of Arunachal Pradesh.
Day -2
On the second day of the conclave, at The Golden Pagoda, IBC observed solemn reflection and prayer for the victims of the earthquake in Myanmar and Thailand. This included the lighting of a lamp and the offering of flowers to the Buddha, followed by a Mangalacharan led by Venerable Monks.
Most Venerable Vimalatissa, Chief Abbot of Golden Pagoda, delivered a welcome address, and Khenpo Ugen Namgyal, Vice President of IBC, offered introductory remarks and prayers for the earthquake victims in the face of devastation, offering support and encouragement. Subsequently, Venerable Monks, led by Ven. Kassapa Bhante, conducted a chanting specifically for the well-being of those impacted by this tragic event.
IBC stands in solidarity with the people of Thailand and Myanmar. Our thoughts are with the communities affected, and pray for the swift recovery of the injured. As they rebuild, may hope guide them forward, and may the love of their community bring healing and comfort.
Later a Vipassana session organised which was led by Ananda Bhante and Ven. Gyalten Samten and provided participants with an opportunity for mindfulness and introspection. Their guidance fostered an atmosphere of inner peace and collective reflection, leaving a lasting impact on those who attended. The session encouraged the cultivation of clarity, compassion, and tranquility—principles that are fundamental to the Vipassana practice.
Following this enlightening session, Shri Abhijit Halder, DG, IBC delivered the concluding remarks, capturing the essence of the event and reinforcing the collective commitment to resilience and interconnectedness. His words served as a beacon of inspiration, urging participants to integrate the profound insights gained into their daily lives. The gathering was not just a moment of reflection but a powerful reaffirmation of shared values and spiritual progress.
Vice President of IBC, Venerable Ananda Bhante during the closing chanting of the 2-day International Conclave at the Chaukham Raj Vihara, Namsai extended heartfelt condolences for His Holiness Pope Francis. He prayed that his soul would rest in peace and that his good work continued to impact all sentient beings.
Finally, The local people of Khamti community organised a grand welcome for the delegates and Team IBC during a visit to Chaukham Raj Vihara, Namsai. A colourful traditional dance with the dancing crow and the drums was prepared that escorted the delegation from the main road till the entrance of the Vihara. Members of the community also presented handmade flower bouquets and traditional homemade sweet snacks wrapped in leaves to each member of the delegation as a welcome gesture. The event concluded with a chanting session.
